Either a complete custom frame built to spec by a professional welder, or the stock one the bike came in. Those are really the only two practical options. The age of the hybrid "special" that pairs a motor with a different standard production frame was over decades before this engine was designed. Finding another suitable frame just lying around for cheap is not going to happen.

The new 400 Honda engine would make an interesting project, but not for a beginner. As so many folks have already said, there are plenty of good solid machines in that size range that you would be far better off starting with. I know you like Hondas, but there are plenty of other good manufacturers out there. Personally I would not consider liquid cooling...but keep in mind that almost everything I work on would be considered vintage and I like to keep things simple.

Why are you asking about a fucking motor you can't get?
Also if you really had half the skills needed to build a bike from scratch you wouldn't be asking stupid questions online.

Apart from the excellent and standard advice to get a bike that runs and riding the wheels off it first, in order for the guys to give you any advice you need to give us some info first ie what's your budget, do you have access to tools, can you use them, what's your experience riding etc. the more they know, the more they can guide you.

I'd like to order a pizza with crust. Can you tell me what toppings i should put on it? I want it to taste good, be healthy for me, not upset my food allergies, and look delicious.

Small bike Honda CB350 Bigger bike Honda CB550 Both have been done a ton of times, both are easy to find parts for.

    I love the easy questions.
