obviously we need air, fuel, and spark.
-with the ignition on, check voltage at coils
-pull a spark plug and ground it against the motor, kick it over to check for spark
-check the timing with a static timer
-check valve clearances
-check that fuel is getting to carbs and that carbs are spotless inside

Those are the steps and rough order that I'd follow in order to diagnose

I’m gonna try this tomorrow and see how it goes

Just make sure not to shock the crap out of yourself when checking for spark... it won't kill you butbits not fun. Ask me how I know

If you're going about 30 mph in the pouring rain and reach down to push a spark plug cap back on, that can come very close to killing you, don't ask me how I know.

Okay it’s definitely the static timing is off, do you guys have a youtube video for my specific bike I can watch so i get get it right? or know anybody in snellville area that’s willing to help ?

This is the first thing that popped up on Google. Should get you 90% there (assuming you're on points Ignition)

You do have the plug wires on the correct plugs? The 1/4 are off one coil and 2/3 the other. You make sure you have correct points connected to correct coil by flicking the points open with ignition on. 350F will be a very disappointing race bike and need a lot of work and parts. Check out TTR he's probably done more than anyone with CB400F.
There used to be a lot of information on his site but just checked and 'everything' has been removed?

Is the points cam in the right way?
It goes into the advance plate perfectly well 180 degrees out of where it should be so plugs 2 and 3 will fire at the timing mark for plugs 1 and 4.
Take number 4 lead off, put a plug in and earth it, turn the crank with a spanner with the ignition on and when it sparks take a look at the timing marks-is it at "fire" for 1,4 or 2,3.
Easy mistake to make, just did it this weekend with my 750/4
