I haven't been able to vacuum sync yet. It won't start though. It sounds like it's not getting fuel.

If you haven't done a compression test on it, you will never do a vacuum sync. In fact; you can't vacuum sync 4 carburetors if the compression is very different on any of the cylinders, it would be futile to even try.
