I'm guessing the vtr forks you picked up are the year that had the funky internal disk brake. There are two different set-ups on vtr250 forks. One that has the fender mounting tab that points upward and the set-up that points the fender mounting tab inwards. Inwards is easy. The one that points upwards would require a bracket be fabbed that would allow you to mount the brake stay. I saw one set-up where a guy welded a bracket to the fork leg. Though I'd think you'd have to make sure that you didn't warp the forks. I had the fork leg that had the bracket pointing inwards.

I don't use any air pressure in the forks. I use 306cc of 15wt fork oil per leg. I tried 20 weight before and I was getting a lot of chatter. It seemed to be cleared up with the lighter oil. With no springs in the fork tubes and the legs compressed completely your oil level should be 110mm from the top of the fork leg.

Since you have the forks with the correct type of lugs, just swap the fork legs around. When I used my Suzuki water buffalo front brake I picked up a second set so I'd have two of the fork legs with the brake lugs in the correct spot. Use what you've got. You'll be fine.
