That is some old footage, probably about 1992 or so since they are still using the Fox mustang and the Third Generation camaro.
Those highway patrol camaros are no joke. They are six cylinder bodies with Corvette drivetrains (aluminum heads and all, standard z28s got iron heads on the LTI), no sound deadening, and all sorts of tweaks (not to mention the 1LE suspension package). I think I remember reading a magazine that tested a yet to be modified Special order police camaro and they said it was 800lbs lighter than the base z28 (that means no power anything). I tried to keep up with one in my GTO once on the highway (he was running to catch a guy in a porsche and I keep about 500 feet back on an empty highway so he wouldn't notice - plus he pulled out in front of me in full burnout and scared the crap out of me). I had a hard time keeping with him over the 100mph mark. It is hard to beat 6 speed stick and 300+hp. the highway chase cars (around here anyway) run lean. No huge shotgun racks (usually only one since there is no partner to ride with in those cars), no cage, just radio and lights. I got a real good look at one once. Some even have the lights inside the car. If they need a cage or back up that is why they have the radio.
For a while NYPD was putting back into service street race cars they confiscated. I used to work with a guy whose supercharged 5.0 mustang became a blue and white patrol car. I was even pulled over by the car. Cop garage sucked at keeping that car in tune and what was once one of the fastest mustangs in Queens ended up being slower than a used hyundai.
