This may be a stupid newbie kind of question, but what is the process for adding knee inserts to a tank? heat+hammer?

Depends on the tank. Tanks that were intended to have 'em will either have a metal strip that the knee pad stretches onto, or weldnuts or sockets that the pad screws/pushes onto. You can also just glue 'em on.

Use construction paper to make a template, mark both sides, remove symmetrical sections from each side and swap them.

you can heat and hammer too, but you will have to dress the insides with filler to hide the hammer marks. This is the way to go if welding is not accessible to you.

As always be careful with heat and gas tanks or there will be a big kaboom in your future.
