Your engine is missing a couple of important parts, namely an exhaust and intake stacks, but I would start with a compression test, because that will tell you if all 4 cylinders ever stand a chance of running well.
Do all 4 cylinders get hot at the headers or is one dead? ... don't burn yourself checking, 4-strokes run very hot at the headers.
Based on the appearance of the bike somebody's been into the carbs by now and from the symptoms I'd be checking the main jets and the float levels, after the compression test. You can't balance carbs if all the cylinders are not operating reasonably at the same compression. If compression is questionable I'd move on to check valve clearances, because if you are lucky that's all it might be.

Did it come with the missing parts?
Are those oiled foam air filters and do they have flame screens on the inside?
and what did the guy do for crankcase ventilation?

Is that wet spot under the bike from water? Or is it a fuel leak from overflowing carbs?
